Diyala Governorate was recently exposed to high flood waves discharged from Hemrin Dam. Since the dam at its full capacity during period, these were River. Because of reduction in River 750m3/s, cities and villages on both sides river banks inundated. Thus, study's objective is design a escape out River, discharge wave through it. The simulation done by using HEC- RAS software. Two hundred twenty-three cross sections for 30 cross-sections used as geometric data. Depending geological formation that passed through, two roughness coefficients 0.035 0.028 applied. An outflow downstream Dam varies 1100m3/s 1800m3/s applied boundary condition upstream One dimensional hydraulic model developed river, results showed aside weir could be constructed entrance with crest level 67m.a.m.s.l. 800m width, followed drop structure four rectangular steps, this case provides safe if 1500m3/s released
